1. Definitions
- The Association / PFPSS— Patronatul Furnizorilor Privați de Servicii Sociale, an employers' association established under Law no. 62/2011 on social dialogue, operator of the platform.
- Platform / site — the pfpss.ro website and the member account area.
- Visitor — any person accessing public sections.
- Member — a private social-service provider (legal entity) whose membership application has been accepted.
- Membership fee — the monthly membership contribution.
2. Acceptance of terms
Accessing and using the site implies full acceptance of these terms, the Privacy policy and the Cookie policy. If you do not agree, please do not use the platform. For members, the Statute and decisions of the association's governing bodies also apply.
3. Eligibility and account
The member area is for private social-service providers, represented by a legally authorised person. When creating an account you declare that you have the right to represent the organisation and that the data provided is true, complete and up to date. You are responsible for keeping your password confidential and for activity carried out from your account. An organisation (identified by CUI) may be registered only once; one user may administer several organisations.
4. Joining, suspension, withdrawal
Joining:complete the online application, upload the required documents (ONRC/CUI certificate, licence/accreditation, representative's ID) and pay the first membership fee. The application is reviewed by the secretariat.
Suspension: failure to pay the fee by the due date (the 15th) and after the applicable grace period leads to suspension of platform access; arrears continue to accrue.
Withdrawal / exclusion: a member may withdraw voluntarily at any time from their account; withdrawal is final (rejoining later requires a new application) and does not cancel unpaid fees due up to that date. The Association may exclude a member under the Statute.
5. Fees and payments
The membership fee is 500 RON/month. The payment model is „pay by the 15th for the current month”; after the 15th, an unpaid month becomes arrears. Payment may be made manually or by activating recurring card payment, processed securely by Stripe. At platform launch a 7-day grace period applies; monthly, 3 days of grace apply from the due date. The Association issues tax invoices for the fee only on request, under rules applicable to employers' associations. Amounts paid as membership fees are not refundable, except for technical collection errors.
6. Platform services
The platform offers: a member account with documents and payment history, fee management, institutional petition signing, the member directory, a resource library, events and partner benefits. Benefits (discounts, offers) are provided by third-party partners under their own terms; PFPSS is not liable for partners' products or services.
7. Petitions
Petitions are open to social-service providers. Signing is done in the name of the organisation (one confirmed signature per CUI) and validated by email confirmation. By signing you declare that you legally represent the indicated organisation. PFPSS may remove clearly invalid signatures, and the organisation may withdraw its signature at any time.
8. User content and documents
You are responsible for the lawfulness, accuracy and right to upload the documents you submit. You grant us a limited right to store and process them solely for verifying and administering membership, under the Privacy policy. Uploading illegal, false or third-party-rights-infringing content is prohibited.
9. Prohibited use
The following are prohibited: unauthorised access to other users' accounts, testing vulnerabilities without permission, automated data extraction (scraping), transmitting harmful software, using the platform for illegal purposes or to harm the association or other members.
10. Intellectual property
Texts, images, logos and graphics are owned by PFPSS or the indicated rights holders. Full or partial reproduction without prior written consent is prohibited, except for citation with source attribution.
11. Availability and maintenance
We make reasonable efforts to keep the platform running, but do not guarantee uninterrupted availability. We may perform scheduled maintenance or necessary interruptions, announced where possible.
12. Limitation of liability
Information published is for informational purposes and does not constitute legal, tax or medical advice. To the extent permitted by law, PFPSS is not liable for indirect damages arising from use of or inability to use the platform, or from third-party sites linked from here.
13. Data protection
Processing of personal data is described in the Privacy policy, which forms an integral part of these terms.
14. Changes
We may update these terms periodically. Significant changes will be announced in the platform. The applicable version is the one published when you access the site.
15. Governing law, disputes and ANPC
These terms are governed by Romanian law. Disputes are resolved amicably or, failing agreement, before the competent courts in Bucharest. For alternative dispute resolution see ANPC — ADR and the European Commission ODR platform.
